Usually if the Flash is bad, then after the message you are being stuck at,
it states that there is bad memory at location "X".

I got another DRAM chip (16 MB) and put it in. It Boots the same but
recognizes the change in memory. Then it stops. I can jump into ROM mode
and change the boot config. I tried the setting for diagnostics messages.
They pass with OKs then it dumps me to ROM mode. I then tried the setting
that dumps me to ROM if FLASH fails five times in a row. This dumped me to
ROM mode. What its looking like is the Flash chip is bad. I have a couple
more 2500s that I am going to try swapping the flash chips with unless you
have other recommendations.

I can't do this till after 5pm EST so it may be awhile before my next reply.
But I do appreciate the interest.
