Chuck, I just did a quick search using the IOS feature navigator tool found
at www.cico.com/tac (requires a CCO login)
( scroll down to the IOS feature navigator link )
If I read correctly, the 12.1.5T IP Plus IOS feature set does not support
IS-IS You might have to move to an enterprise version.
I'm not going to bet the store on this tool, but it can be helpful in many
cases.
I am running an enterprise set myself, and I can enter the clns routing
command with no problem, prior to entering the router isis command

It's automatically entered by the IOS when you enable ISIS on the router.
In global: router isis <cntrl-z>
On an interface: ip router isis <cntrl-z>
Check config, wallah, clns routing is there!
pg 654 in Doyle's TCP/IP book if you own it.
