Lucky Guess ...But thats what i thought was the problem ...I actually tried
swapping the IP lower / higher on both R1 and R2 ..still no luck ... I tried
looking up info on the book by Beau Williams also..... any multicast gurus
here who can shed some light on this ?

I also tried making R1 the DR ....changing version types etc etc ...not many
options under ip pim and under ip multicast ..so i am missing something
conceptually for sure ...

"All multicast routers start up as a Querier on each attached network. If a
multicast router hears a Query message from a router with a lower IP
address,
it MUST become a Non-Querier on that network."

In english, it means, on a broadcast medium (ethernet), only one router
should
respond to join and leave requests (and be responsible for membership), this
is the one with the lower IP address on the segment.

I would hazard a guess tht your R2's ethernet address is lower than R1's
ethernet address.
