Yes, electronic devices are rather poorly fit for conveying the information.
I believe a system should be designed to allow for telepathic connections
between human beings. Interesting problems would arouse, such as difficulty
to summarize the address tables, and possible unwillingness for some
participants to act as routers, in which case alternate configuration
methods such as bribing or threats could prove feasible if not desirable.
For extreme cases, a downgrade (ie lobotomy) may be warranted.
