What is on the other end of the circuit. Your clocking on this router is
expecting to receive clocking from the other end.
Can you post the configs of the routers on both ends, it looks like the
other side might be incompatible with what you have
configured here. Just search the web on T-1 Framing or ESF for good
explanation of the error descriptions in the display.
There are plenty of good references out there.
