The reason it keeps going up and down is your routing table is not stable.
ospf demand-circuit should only bring the line up when the topology has
changed. Fix your network.

If you do have routes that are supposed to change all the time, like
dial-in pools or something like that, then put the demand circuit in it's
own area (you might need a virtual link to make that work) to insulate it
from the topology changes elsewhere in the network.
