Hi David,
you are wrong
If you just add this statement; cloud frame relay don't run.
Frame relay map statement activate no inverse arp for the specific DLCI; and
dynamic mapping with this DLCI don't run.
Solution is:
add frame realy mapping for peering of the pvc and for local address.
Exemple of config :
