Yes, all routers that are part of the confderation would be identified as
such. This way, any of those routers, when advertising routes, will
eventually be identified as confed members when the AS border router, the
one that has the eBGP connections sends routing updates to the eBGP neighbor
expecting to see the confed id (i.e. the network's AS number) as the source.
