Rob is right, only routers running IBGP within sub-AS
would have "bgp conf id" command" and all routers
having EBGP neighbors of sub-AS's (not other external
AS) would have both i.e "bgp conf id" and "bgp conf
peers <subAS> ..." All confederation peers should have
neighbor statements for EBGP sessions.
