You won't be able to get a /28 route into a classful domain
configured as /29. You need to get a default route distributed
into the IGRP domain.
Summary address will be in the OSPF/IGRP router's
routing table but won't be redistributed to IGRP. If a routing
protocol produces a route to null 0 because of summarization that
would not be considered as configuring a static route in my opinion.

ip route 201.112.97.16 255.255.255.248 201.112.97.9 where .9 is the
address of the serial on the IGRP router will work but violates the
configure no static route restriction.

Configure a loopback 128.103.35.1 255.255.255.0, put 128.103 under
igrp, and configure ip default network 128.103.0.0. This gets a
default gateway into IGRP and all interfaces can be pinged from
the IGRP domain. Any other route in the OSPF/IGRP router's routing
table can be used as long as it's different from 201.112.97.0
