dlsw border peers

I am trying to set up a similar network as shown in
http://www.cisco.com/univercd/cc/td/doc/cisintwk/idg4/nd2007.htm#xtocid20963
5 for dlsw border peers. One questoin though, if the border routers are
both running in promiscous mode, how do they form their peer relationship.
I tried this and was able to form peer relationships with the other peers in
a single group, but not between the two border routers. Any ideas on this
one?
