I think you can drop the dialer string but you have to use the name option.
I had the same problem on my lab and I honestly think it depends on IOS version
in my lab yesterday I used this statement which did work.
dialer map ip 212.1.22.194 name r5 broadcast

It does not look like you can enter a dialer map without dialer string on
legacy ddr.
