   Brian,

Is BGP running on the router with the ISDN? ACL's only block
packets that traverse the router, not originate from it.

   Also include

access-list 103 deny tcp any eq bgp any

in the list and let us know if that works

I am trying to filter BGP from bringing up my DDR link. I am trying
to use the following the command, but the traffic still shows up as
interesting. Am I doing something wrong?

   dialer-list 1 protocol ip list 103

access-list 103 deny udp any any eq ntp
access-list 103 deny tcp any any eq bgp
access-list 103 permit ip any any

   Thx

   Brian
