Hmm. Actually BGP was running on the router with ISDN. Is it possible
to filter this?
R1-----------R2 connected over ISDN as backup for Frame.
R1 and R2 are both running BGP but they have an alternate
inter-area path through another OSPF area so the BGP traffic does not
need to pass over the ISDN link. As soon as the ISDN link comes up
all the traffic automatically gets sent over the ISDN link regardless
of metric because it is an intra-area path.

Is BGP running on the router with the ISDN? ACL's only block
packets that traverse the router, not originate from it.
