 Time to eat crow. It is possible to do SVC without ILMI. But some
configuration needs to be done on the LS1010.
A atm route has to be defined that points to the second router's NSAP
address or it's prefix.

 Normally if ilmi is used on the router it will use ilmi to find the
NSAP address(es) of the other router(s). Ilmi will be sent out from the
router to the LS1010 and out to all the routers that are on this LS1010.
They will all respond back with their NSAP addresses and this router will
now know all the other routers NSAPs.

 If you disable ilmi on the router, a SVC call will still be setup using
qsaal, to the LS1010. When this SVC call gets to the LS1010 it will have
to know where this destination NSAP is. Hence the need to have a "atm route"
on the LS1010.
