BGP As-path Prepend

I have tried atleast 10 times and I think that as-path prepend does not
works if we configure a route map out to another IBGP peer

My Route-map configs on one of the IBGP peer RTA:

RTA#sh route-map localpre
route-map localpre, permit, sequence 10
  Match clauses:
    ip address (access-lists): 2
  Set clauses:
    local-preference 200
    as-path prepend 1 1
  Policy routing matches: 0 packets, 0 bytes
route-map localpre, permit, sequence 20
  Match clauses:
  Set clauses:
  Policy routing matches: 0 packets, 0 bytes

RTA#sh ip access-lists 2
Standard IP access list 2
    permit 192.68.11.0

The Neighbors bgp table
RTF#b
BGP table version is 21, local router ID is 172.16.65.1
Status codes: s suppressed, d damped, h history, * valid, > best, i - internal
Origin codes: i - IGP, e - EGP, ? - incomplete

   Network Next Hop Metric LocPrf Weight Path

The Local preference got modified to 200 but It didnt add the As-paths to
it as I configured

Well It works fine If I use it between my EBGP peers

Any feedbacks would be appreciated
