1. Yep it was an IOS issue
2. 12.1 = working fine. 11.3=gotta use static arp entries because the SRB
code gets confused.

Hello All,

Anyone ever see odd behaivour with ARP in a SR/TLB environment? i.e.
broadcasts making it through but the unicast reply getting dropped in the
SRB domain. configure a static arp entry and bang, problem goes away.
bizarre rif entries, correct forward direction RIF, but a rif for the same
MAC with the reverse bit on is truncated at the token ring.

I'm thinking it's an IOS bug, because arp is working on one endpoint of the
network but not the other. maybe I should back all my boxes down to 11.3
