The 1600's run BGP with 16 MB of RAM, 6+ MB of flash (if you don't like to
boot via tftp) and the right IOS version. I run 1600-BNOR2SY56I-M IOS
12.0(9) on a 1605R and a similar version for the "non-R" 1601 with 16MB RAM
to test things offline here and there.
Definitely not recommend it in a production environment but it works fine
for lab purposes.
