I have not played with dialer watch lists but here
goes. I don't see the "broadcast" key word on you
dialer map 3.3.0.0. Cisco's example has this in the
map. Also, is the sho ip route for the same router as
the config. You have a static route to 0.0.0.0 going
out ser0. You won't get traffic out the asyn with
that route installed. Your line dials because you are
ping the other bri interface. The router will route
on longest match.

When you post the configs, please post the entire
config because the problem may be in another part of
your config that is not shown.
