Does it dial and route without the watch-list? Make sure you config works
without the watch-list and eigrp deny on 101, does eigrp route over the
line? Can you ping over the line to the other loopback?
If you are routing over modems try the commands (on both ends)

async default routing
async dynamic routing

without these commands I don't believe routing behaves itself. Your line
seems to be coming up and the route 10.60.0.1 is removed immediately on
coming up. This happened to me and the commands above seemed to do the
trick.
I don't believe you need the commands;
dialer map ip 2.0.0.0 broadcast 7774267
dialer map ip 3.3.0.0 name pdn 7774267

Let us know if this doesn't or does work.
