Yes, that is very possible. Simply TFTP the file to the flash like you
would an image, then make it available with the appropriate TFTP command in
the router (that's the easy part). You can have many files on a single TFTP
partition, including multiple images, just like a hard disk or a RAM-disk
(oops, did I just date myself?)

I have a router with 16 Mg of flash with single partition and single IOS
file loaded.
I want to place a text file into the routers flash memory and enable it for
TFTP downloading. How do I make this without reformatting and without
creating a second partition? Is it possible?
