Hi,
I'm guessing that you are not trying to ping the other bri int. Encap failed
often indicated the absence of map statement to DESTINATION net - you may
have a map to the other router's bri, but not the destination net.
With appletalk ddr it's a good idea to put 'no apple send rtmps' on the bri
and use floating (assuming the bri is a backup) statics for connectivity.
Post your config, and we can all take a look instead of guessing.
