That is because the virtual link is not up. You must use the highest
loopback IP address from r4 (which happens to be the RID) on r3 as the
RID in the "area x virtual-link RID"
I would strongly recommend that you configure a loopback IP address on
r3 so the router uses it as its RID not the serial interface address.
