Layer 1 isdn problems are switch mis-assigned, or physical layer problem, like
incorrect pinout between dmarc, and the isdn jack, that includes the cable from
the wall to the U interface. The two most common switch types in Norht America
are dms100 and 5ess. Switch type is an option available at the router global
config level, not under the interface.
