Another option is to install an ISDN line for the period you are studying
for the CCIE lab exam. It'll cost from $50.00 to $100.00
a month depending where you live. There may also be a one time installation
charge of $200.00. With the purchse of an NT1 (Adtran ACE NT1) unit, you
can practice setting a BRI interface. It's cheaper
than an ISDN simulator.
