modem question?

   hi everyone:
      when I use 3com u.s.robotics modem ,I found a strange question:
   I config a 3640 with 30DM.
   when I user a telephone line ,it never works.
   when I user another telephone line ,it always work well.
   I dial isp number .
   Both works well.
