Was the link actually loaded with traffic?
As long as the router has bandwidth to spare, it will do FIFO
and not use the queueing you've set up.

There isn't really any way you can prioritise traffic that's
already on the wire. If the remote router has sent the traffic,
there's no way your local router can give priority to some
other type of traffic.
So you really need access to both ends of the link to do effec-
tive queueing.
