if u are asking how to insert a number ( say 9 ) use the prefix command. u can
use "," to insert a pause of about 100ms ( don't quote me on the pause time )

example below:

match on incoming string starting with 20 ( lets say the total incoming string
is 2012345678 ).. the leading 20 will be striped as its matched by the
dest-pattern.
the prefix adds to the START of the string, so outgoing digits to port 1/5 will
be 9,12345678

dial-peer voice 51 pots
 destination-pattern 20
 port 1/5
 prefix 9,
