>From my experience, when the frame relay interface is
initializing and inverse arp is enabled, the interface
will be in a up/up state and depending on timing,etc
you'll get dynamic entries if your DLCIs aren't mapped
correct I believe.
If your frame config is not working, it'll say up/up
when the interface is brought up/bounced then go to
up/down state. While it's up/up you may learn some
DLCIs if it's a frame config issue on the router.
