As I answered to Ryan offline, but my issue is more if the EBGP peer doesn't
know of the network of the loopback address. Without a static route or another
routing protocol advertising that address, there is no way to form a peer
relationship with that loopback address. I'm more wondering of cases where the
only routing protocol running between the EBGP peers is indeed BGP. Then you
MUST form the peering to a directly connected peer (no ebgp multihop) since you
wou;d have no knowledge of the loopback's network.
In the lab, static = go home, so I'm trying to investigate possibilities :)

One very valid reason is if you have multiple links to the router and
want to do BGP "load balancing" you would setup the peer onto the loopback
(or unnumbered Yuchhhhhhhhhh) and then you will get round robin type
load balancing (depending on the switching modes on the interfaces).
