Sure, if you were load balancing that would defiantly be a valid reason...
But the question was in reference to a low-speed backup link. In the real
world you could either create two BGP neighbor statements and modify the
attributes/etc to control which link is used. Or you could use floating
static's and create one ebgp multihop neighbor to loopback interfaces...
Now in the context of the lab where static's are generally not permissible,
then the dual neighbors would most likely be the only option.
