Ben,

I don't think routers can be IRDP clients. I have used
IRDP in my home LAN for my Windows 98 workstations
with no problem.

Config is like this:

int e0
  ip address 192.168.1.2 255.255.255.0
  ip irdp
  ip irdp pref 90

This will announce the interfaces IP address via IRDP
with preference of 90. You can also use 'ip irdp
address' to announce different/multiple IP address's.

What clients do you have and do they support IRDP?

debug ip packet detail:

4d17h: IP: s=192.168.1.2 (local), d=255.255.255.255
(Ethernet0), len 36, sending
 broad/multicast
4d17h: ICMP type=9, code=0
