The "variance" command is for IGRP/EIGRP not for OSPF.
OSPF will load balance over equal cost paths and does not
have a mechanism for load balance over unequal cost paths.
The only way to get OSPF to load balance there is to fake
it out - you can adjust the bandwidth statements to make
them look equal or you can use the interface command
ospf cost to make OSPF see them as equal.

Note that I do not recommend the approach of trying to
get OSPF to load balance over not equal paths, I only
point out that it can be done.
