I think what the author is saying is that if you're running a virtual link over
a circuit that only comes up on demand (such as ISDN), then the virtual link w
ill keep the circuit up all the time unless you use the "ip ospf demand-circuit
" command on the interface.
This command will suppress period hellos and LSA refreshes from going out over
the interface. These things would normally cause interface to be brought up.

I don't understand this paragraph, especially the 'Otherwise' part. What does
the author want to tell us? Do we need to do some special configure on this si
tuation?
