Here is my 2c:
1) first try to configure Frame-Relay with IP to see if you can ping any of the
routers (IP EIGRP for example) to make sure connectivity is there. It is an
advise that was given to me. Make sure IP works before working on IPX/AT
2) I used this type configs with no problem
Here are couple of suggestions:
1) try to configure IPX RIP IPX EIGRP everywhere first before going dual
protocols
2) for IXP EIGRP
you might want to consider this configs
ipx router eigrp 100
network 124 (Frame-relay cloud)
ipx router rip
no network 124
3) THE IPX NETWORK NUMBER is WRONG - it should be the SAME NETWORK NUMBER
inside the frame relay cloud - it should be either 12 or 13 if you are using
all
frame-relay physical interfaces. Remember static mapping will overide dynamic
mapping.
My guess is to recheck your static mapping between the spoke routers and make
sure all the serial interfaces in the frame relay cloud are using the same
network.

I hope it helps. I apologize in advance if I was wrong. I have a book that
explains this type of configs well if you are interested.
