Yes, you do not necessarily need atm rate-queue to make a basic
configuration work. VCD 5 is local to the Router and must match in your
map-list statement. That's how map-list ip address is mapped to the PVC.

VCI 10 is local to your Router's connection to the LS1010 interface. Within
the LS1010, VCI 10 must be mapped to another atm interface.

It's really that easy.
