It is weired, because I remember one guy claimed
seeing this in the lab and was told it was a config
problem.
still do not understand it, i think the up/up is
refering for the lay2, why a lay3 protocol can bring
it down, of couse, your lad proofed it, I just want
to dig a bit more.
