If the link to R1 is not in the routing table of r3 and r2, (if you are not
running ospf on R4's interface connectig to R1) then it makes sense why the
route was not added. If the next hop is not reachable, it will not add the
route to the ip routing table. There are 2 possible fixes here, 1st and
the easiest, enable ospf on r4's connection to R1. If this is not
possible, or if you are not allowed to do this, use the next-hop-self option
on the neighbor statement on R4's neighbor statements to R3 and 2. Also are
you doing a full mesh for ibgp peers? if not use the route reflector client
option on the neighbor statements on R4.
