Denny,

I am assuming that what you really want here is to show that you are not
using the pvc between the spokes, even though it is configured on the
switch, and available to the spokes.

If you use a subinterface on the spokes, the subinterface (with a network
address) can be connected to the desired dlci with a 'fram interface-dlci
xxx' statement. The extra (undesired) pvc will connect to the physical
interface (without a network address) with inverse arp, but will not be
used.

Or you can go with physical interfaces on the spokes and use 'fram map'
statements specifying the desired dlci. Using frame maps disables inverse
arp on the interface for the protocol

Either way, although the dlci between the spokes shows up on the spokes when
you do a 'sh fram pvc', you are not USING that pvc as proven when you look
at the 'sh fram map' statement.
