As I understand from the documentation the values should be:
CIR : 64 ( this is not the real CIR but is what you are able to transmite )
Bc : 8000 (usually CIR/8 with Tc 125ms)
Be:0 ( because you include the exceed in the CIR parameter)
MINCIR : 48 ( here you configure the real CIR , when the router gets BECNs
it slows the rate to the MINCIR )
