As I understand from the documentation the values should be:
CIR : 64 ( this is not the real CIR but is what you are able to transmite )
Bc : 8000 (usually CIR/8 with Tc 125ms)
Be:0 ( because you include the exceed in the CIR parameter)
MINCIR : 48 ( here you configure the real CIR , when the router gets BECNs
it slows the rate to the MINCIR )
I hope it helps

OK, here goes. I'm trying to configure FRTS with the following parameters:
cir = 48k, burstable to 64k.  Mincir = 16k.  Tc = 125ms.
Here is my config:
interface Serial0
...
 frame-relay traffic-shaping
 frame-relay class CCIE
map-class frame-relay CCIE
 frame-relay cir 48000
 frame-relay bc 6000
 frame-relay be 22000
 frame-relay mincir 16000
 frame-relay adaptive-shaping becn
Router#sho traffic
Access Target Byte Sustain Excess Interval Increment
Adapt
I/F List Rate Limit bits/int bits/int (ms) (bytes)
Active
Se0 48000 3500 6000 22000 125 750
BECN
Se0 48000 3500 6000 22000 125 750
BEC
Is this correct given my desired goal???
