In OSPF for example, you can REDUCE the CPU load by using Stub Areas
where appropriate due to the fact that the LSDB is reduced in size.
I know this doesn't exactly answer the question, but it is "a" method
for OSPF to reduce CPU time, but no "limit to a certain" CPU time.
