Pamela was right, Serial2/2 202 wasn't up/up physically!

LMI-type was fine as it Jason configured it originally. The fact that
S0.1 was up,up with an active PVC and S0.2 was down,down with an inactive
PVC told us that. He couldn't have gotten S0.1 working if the LMI-type
had been misconfigured.

Jason, based on my experience you need another frame-relay DTE on the
other end of your PVC with DLCI 204. As soon as S2/2 on your switch is
properly configured as frame-relay DTE and is brought up you will see the
switch answering the LMI queries on DLCI 204.
