Jason,

For policy routing to work the route-map must be applied to an interface. If
for instance you want to perform policy routing on traffic coming in your E0
interface, you would put the following statement in your E0 interface
configuration mode:

interface ethernet 0
  ip policy route-map takeserial0

Policy routing does not affect traffic originating in your router by
default. If you want that to work you need to do the following in global
configuration mode:

ip local policy route-map takeserial0
