The problem with the Phase IV to Phase V conversion is that translation only
takes place for the routes.  If a client is running OSI (Phase V) want to
connect to a DeCNet device (Phase IV) the client has to have the OSI and DECnet
stacks running.
In the real world, a Phase IV to Phase V conversion would only be practical if
you wanted to spend one day converting an entire office from DECnet to OSI.
