I think my last response doesn't answer your question as asked.
I was reading it to mean "how to I allow devices in netB1 zone,
cable-range 3-3 to see only zone netA1, cable-range 2-2".

So you want the routerB itself to only see netA1, cable-range 2-2?

Seems like the distribute-list in should still work... Did you
try shut/noshut on the interface with the access-list? Are
you using RTMP or EIGRP between routerA and routerB?
