problem

my company have a small network 172.16.0.0 255.255.0.0.
but yesterday when I install a isdn 1603 router .
I cannot ping from 172.16.19.0 computer to other 172.16.1.0 network.
I looked the config and find the E1 interface is misconfigured with 172.16.19.2
0
with subnet mask 255.255.255.0.
when I change mask to 255.255.0.0.It works!
I never meet it before.Could you give me an explain?
