Ideally, the router applies the service policy of the physical interface to
all of the individual VLANs configured on the interface.(Inheritance).
There are bugs reported on certain releases though.
Now, if you apply the policies on the physical and subinterface, the policy
on the subinterface should be active.
Since subinterfaces are logical to the router, they do not inherently
support a state of congestion and might not support a service policycalling
a queueing function and may have to look at creating a hierachichal policy.
