Out of Band Solution - Alternative to POTS/PSTN

Hi Experts:

I have recently learned a fair bit about the failings of a traditional
PSTN. Long story short, it appears like there are varying levels of
quality - many of which are insufficient to support connectivity
between a pair of dial-up modems for out of band connectivity. This
seems especially true for developing countries.

Has anyone found an alternative to POTS/PSTN for true out of band
access to a device?
