I was reading a use case study and could not relate to it ..

There are 648 field offices, field offices connect to regional offices. so
it's a hub-spoke topology.
Regional offices are connected via mpls. but because of hub-spoke topology the
performance of field office are very low.
Part of the case study says that connect all the field office should be
connected to mpls.
That should have been an expensive proposition. What's the best practice
anyway?
