You get what you pay for. If you want a 'real' router with proper-sized
buffers and comprehensive routing protocol support, able to take lots of
routes etc., expect to pay a bit more.
If you want raw horsepower (fast-and-dumb), with limited scale (e.g.
routes), yeah, maybe a L3 switch would suffice. If you look at
chassis-based switches, just make sure you know what you're getting,
performance-wise, with the line cards.
Check out the Juniper SRX550 if you're not limiting your selection to Cisco
products. SRX can be put into 'packet mode' so it behaves less like a
firewall and more like a router. ACX is a bit of a special use case but it
may still fit the bill (NB ACX1000 only comes in a DC power; ACX1100 has AC
or DC). MX is probably outside the budget unless you can pick one up 2nd
hand.
